A Lisszaboni Folyamat az Európai Unió fontos kezdeményezése, amelyet rejtélyek öveznek. Ez a tíz évre, az EU egészére szóló stratégia olyan nagyra törő célokat fogalmaz meg, melyek eddig csak a központi tervezésű gazdaságokra voltak jellemzők. Szakmai előkészítése minimális volt, s évekig igen kevés EU-állampolgár hallhatott róla. Négy év után azonban nagy a megrökönyödés, hogy az ambiciózus gazdasági és szociális tervekből láthatóan szinte semmi sem teljesül. Hogyan indult, mi a tartalma, és milyen jövő vár rá? És általában, milyen elméleti kérdések vetődnek fel egy ilyen hosszú távú, EU-szintű koordinációra épülő stratégia kapcsán?

Abstract

The Lisbon Process is an important initiative of the European Union surrounded by puzzles. This strategy, planned for ten years and related to the whole of the EU, was based on such ambitious targets that have been known so far only in the history of centrally planned economies. The professional preparation of the strategy was minimal, and for several years only very few EU citizens have even heard about it. After four years, however, there is much embarrassment that almost nothing seems to be implemented from the ambitious economic and social targets of Lisbon. How was the Lisbon Process launched, what is its real content, and what prospects it has for the coming years? And generally, what kind of theoretical issues emerge when such a long term strategy based on EU-level coordination is set in motion?
