"Russian was the state language of the USSR and lingua franca for all people of the Soviet Union. Unsurprisingly, after the collapse of the USSR, the 1990s were characterized by forced repatriation flows to Russia, with 81 % of returnees being ethnic Russians. In some countries Russian diasporas have shrunk by almost 30%."
